OUR CLIENT’S CHALLENGE

The California Office of Statewide Health Planning and Development (“OSHPD”) is charged with adopting regulations, issuing guidance and enforcing data collection related to key sections of California’s Pharmaceutical Cost Transparency law, SB17. Prior to passage of SB17, OSHPD did not collect or regulate information related to pharmaceutical drug pricing. OSHPD engaged Ten2Eleven to provide pharmaceutical industry knowledge and business and technical analysis needed for implementation of the law.

TEN2ELEVEN’S APPROACH

Data Sources:

Ten2Eleven deconstructed relevant sections of SB17 to develop functional and technical specifications that identified triggering events and required data elements. Our team further provided information regarding industry prescription drug identifiers not outlined in the bill and recommended a commercial data product to provide OSHPD with insight into current and historical drug pricing needed to evaluate manufacturer compliance.

Workshops:

Ten2Eleven collaborated with OSHPD to develop materials for, and present at, two public workshops for data users and submitters respectively. The workshops enabled OSHPD to establish agreed upon definitions, convey preliminary data elements, and introduce overall compliance processes. Workshop summaries were compiled by Ten2Eleven team members for public posting. Information provided in functional specification documents and collected through workshops and stakeholder outreach was used by OSHPD to draft regulations.

THE SOLUTION

OSHPD technology teams are currently developing a data collection system based on Ten2Eleven design documentation and collaborative joint application design (JAD) sessions. As development completes, Ten2Eleven will participate in system testing and manufacturer on-boarding ahead of program go-live.

As part of the development process, Ten2Eleven assisted OSHPD to procure publicly available drug information from Wolters Kluwer’s Medi-Span data set. Ten2Eleven developed SQL Server Integration Services (SSIS) packages to automate regular downloads of Medi-Span data. Package steps included FTP server access and file archival routines, data transformation, and change management processes
